지난 21년 5월 30일, 31일 양일간 2021 P4G 서울 녹색미래 정상회의가 서울선언문 채택과 함께 폐회했습니다.

서울선언문은 참가 국가와 국제기구들이 기후위기의 심각성을 인식하고 이를 극복하기 위해 국제사회의 실천 방안에 대해 이틀간 진행된 정상회의 논의 결과가 담겨있습니다.

서울선언문은 녹색회복을 통한 코로나19 극복, 지구온도 상승 1.5도 이내 억제 지향, 탈석탄을 향한 에너지 전환 가속화, 해양플라스틱 대응 등이 담겨있습니다.

서울선언문

1. 우리는 기후위기를 환경문제를 넘어서 경제, 사회, 안보, 인권과 연관된 과제들에 영향을 미치는 시급한 국제적 위협으로 간주한다. 우리는 코로나19와의 싸움이 국제적 기후위기 대응에 중요한 시사점을 제공한다고 믿으며, 코로나19는 미래지향적 전략인 녹색회복을 통해 극복되어야 한다고 본다. 녹색회복의 이행 수준은 우리의 경제·사회를 재구성하는 한편, 우리의 파리협정 목표와 지속가능발전목표(SDGs) 달성을 향한 여정의 분기점이 될 것이다. 우리는 현세대와 미래세대를 위해 정부, 기업, 시민사회가 공동 해결책의 일환이 되는 포용적 파트너십에 참여해야 한다.

 

2. 우리는 2020년 12월 기후목표 정상회의, 올해 1월 기후적응 정상회의, 4월 기후정상회의에서 발표된 기후변화 대응 공약을 환영한다. 우리는 G7과 G20을 비롯한 다른 국제무대에서도 이러한 공약이 이어지길 기대하며, 2021년 11월 개최되는 제26차 기후변화협약 당사국 총회의 성공을 위해 최선의 노력을 경주하는 한편, 파리협정 목표를 실현하기 위한 협력을 한층 강화하기로 하였다.

 

3. 우리는 이러한 맥락에서 '녹색성장과 글로벌 목표 2030을 위한 연대'(P4G)가 추구하는 민관 협력의 노력과 잠재력을 강조한다. 우리는 물, 에너지, 식량·농업, 도시, 순환경제 5개 분야에서의 민관 협력을 통해 P4G가 UN 주도의 기후변화 대응과 지속가능발전목표 달성을 위한 국제사회 노력을 보완하는 시장기반의 실질적인 해결책을 확대해왔음을 인정한다. 우리는 P4G에 대한 더 많은 지원을 독려한다.

 

4. 우리는 녹색회복이 코로나19로부터의 경제 재건과 지구온도 상승을 파리협정에 따라 산업화 전 수준 대비 2도 보다 현저히 낮은 1.5도를 목표로 억제하기 위한 노력을 좌우할 것이라고 본다. 우리는 개별 국가의 다른 상황과 사회·환경적으로 취약한 집단을 고려하여, 녹색회복이 공정한 전환을 담은 포용적인 과정이 되도록 노력할 것이다.

 

5. 우리는 파리협정에 따라 국가들이 이미 제출한 야심찬 국가온실가스감축목표(NDC)를 환영하며, 여타 국가들도 가능한 조속히 향상된 NDC를 제출하고, 제26차 기후변화협약 당사국 총회 이전 장기저탄소발전전략을 발표할 것을 독려한다. 우리는 국가와 비국가 행위자들의 강화된 공동의 노력이 성공적인 제26차 당사국 총회를 위한 디딤돌이 될 것이라 단언한다. 우리는 전체 P4G 구성원과 함께 파리협정의 야심찬 이행을 담보하기 위한 에너지 전환을 촉진한다.

 

6. 우리는 기후변화, 사막화와 토양의 황폐화, 생물다양성 손실을 동시대의 가장 큰 세 가지 환경문제로 인식하고, 이에 자연기반해결책(NBS)을 포함한 생태계 기반 접근방식과 같이 공동의 이익을 최대화하고 손실은 최소화하는 방식으로 대응할 수 있는 방법을 권장한다. 우리는 제15차 생물다양성협약 당사국 총회에서 채택될 2020년 이후 글로벌 생물다양성 프레임워크가 생물다양성의 보전과 지속가능한 사용을 위한 공동의 목표를 고취시키고, 자연히 기후변화에 있어 감축과 적응에 기여할 것으로 본다. 우리는 토지 황폐화 중립성을 달성하는 것이 다양한 지속가능발전목표에 기여하는 동시에 기후회복력과 생물다양성 보전의 기반이 됨을 주목한다.

 

7. 우리는 해양오염 문제의 심각성에 대해 인식을 같이하고, 특히 해양플라스틱 문제 해결을 위해 국제적 결속이 필요하다는 데에 동의한다. 우리는 해양이 중요한 자연적 탄소흡수원이라는 사실에 주목하고, 해운의 탈탄소화를 통해 해양의 지속가능성을 강화하고 해양의 추가적인 오염을 예방하기 위해 노력할 것이다.

 

8. 우리는 새로운 녹색기술을 개발하거나 현존하는 녹색기술을 확산하는 것이 순배출제로를 달성하기 위한 진전을 앞당길 것으로 인식한다. 우리는 파리협정 목표달성을 위해 필요한 녹색기술과 투자의 개발, 제고, 그리고 확산을 위해 국제협력을 강화할 것이다.

 

9. 우리는 P4G 녹색미래주간과 기본세션에서 진행된 논의에 착안하여 아래와 같이 국제적 민관 협력을 지속 촉진해 나갈 것이다.

ⅰ. 우리는 유역관리를 통해 깨끗한 물에 대한 보편적 접근성 확보가 필요하다는 점을 인식하고, 수자원의 효율적 사용을 통한 지속가능한 물 관리를 위해 혁신적 해결 방안에 투자를 추진할 것이다.

ⅱ. 우리는 태양, 풍력 에너지 등 재생에너지 발전 비중 확대를 통해 에너지 전환을 촉진하기 위한 국제협력을 강화하고, 탈석탄과 해외 석탄발전소 건설에 대한 공적 금융 중단을 위한 방법 모색을 독려하고, 에너지 효율성에 초점을 맞추는 한편, 특히 탄소 감축이 어려운 분야에서 청정수소 사용을 촉진할 것이다.

ⅲ. 우리는 기후변화로 인해 발생하는 가뭄, 홍수, 담수의 염류화, 산림 황폐화, 농업용수 부족 등이 식량안보 위기를 초래할 수 있으며, 시장기반의 해결책을 통해 소규모 농가의 생계수단을 증진시키고, 식량 손실과 음식물 쓰레기를 사업과 투자 기회로 전환할 수 있다는 인식하에, 물-에너지-식량 연계를 중심으로 지속가능하고 회복력 있는 농업과 식품시스템 구축을 위한 노력을 경주할 것이다.

ⅳ. 우리는 도시에서의 삶의 질 향상과 지속가능한 발전을 담보하기 위한 기후행동의 중요성을 인식하고, 기후 친화적인 배출제로 운송과 선박 수단을 비롯하여 상업적 확산에 초점을 둔 도시의 디지털 인프라 확대를 통해, 인간이 자연과 조화롭게 공존하는 스마트하고 회복력 있는 녹색도시를 추구할 것이다.

ⅴ. 우리는 사용된 자원이 폐기되지 않고 가치사슬 전반에 걸쳐서 경제에 재투입되는 순환경제 모델 구축과 확산을 위해 국제 협력을 강화하고, 이를 통해 플라스틱 오염의 저감과 같이 자원을 지속 가능하고 효율적으로 사용하는 제로웨이스트 사회로의 전환을 촉진할 것이다.

ⅵ. 우리는 녹색투자를 위한 공공과 민간의 자금 유입 확대를 독려하고, 민간의 적극적 참여를 가능케 할 현존 또는 잠재 정책을 고려하여, 개발도상국의 녹색전환을 지원할 것이다.

ⅶ. 우리는 기후위기 대응 역량이 결여된 사회적으로 취약한 노동자와 집단을 위해 포용적이고 공정한 전환을 추진할 것이며, 이 과정에서 전환 촉진을 위한 금융재원 지원도 고려될 것이다.

ⅷ. 우리는 풀뿌리 단위에서의 활동 강화를 위한 제도적 기반 조성이 중요하다는 인식하에 파리협정의 목표와 지속가능발전목표 달성 과정에서 지방자치단체의 역할을 강화하고, 지방자치단체간의 연대를 장려할 것이다.

 

10. 우리는 대중의 인식 제고를 위한 시민사회의 적극적인 역할을 환영하고, 시민사회의 총체적이며 효과적인 기후행동 참여의 중요성을 강조한다. 우리는 파리협정의 목표와 지속가능발전목표 달성 과정에서 협력이 가장 중요하다고 간주한다. 우리는 이러한 목표를 위하여 지역사회의 참여를 지원하고 촉진할 것이다.

 

11. 우리는 기업, 주주, 그리고 경제단체가 지역사회 및 소비자와 같은 이해관계자와 보다 긴밀하게 소통하고 기업 활동에서 친환경 관행과 태도를 내재화하기 위해 최선의 노력을 기울여야 한다고 믿는다. 우리는 환경, 사회, 지배구조(ESG)의 가치가 기업평가를 주도하는 중요한 기준이 되었다고 보며, 기업이 ESG 활동을 강화하겠다고 공약할 것을 권장한다. 우리는 P4G 협력 사업이 ESG 기준을 존중하고, 가능한 파리협정에 부합하는 과학기반 경로를 추구하고 있음에 주목한다.

 

12. 우리는 순배출제로 미래 구현을 위한 해결 방안에 금융지원을 통한 민간 투자자와 금융기관의 역할이 핵심적이라고 본다. 우리는 전 지구적인 기후 의제 및 지속가능발전목표 의제와 연계된 P4G와 같은 활동들에 의해 개발도상국을 위해 체계적으로 개발된 시장기반 해결 방안에 투자할 것을 촉구한다.

 

13. 우리는 지속가능발전목표 달성 및 저탄소 경제·사회 구축이 미래세대의 생존을 위해 필수적이라고 본다. 우리는 오늘의 우리 행동이 내일의 우리 삶을 규정짓는다는 인식 하에, 미래세대의 새로운 아이디어와 창업 정신을 P4G 협력 사업 전반에 적극적으로 공유하는 한편, 현재 진행 중인 글로벌 청년 기후챌린지(GYCC)와 같은 청년 주도의 협의체를 적극적으로 발전시켜 나갈 것이다. 우리는 청년세대의 목소리에 지속적으로 귀 기울일 것이다.

 

14. 2018년 10월 코펜하겐에서 개최된 P4G 정상회의로 형성된 원동력을 바탕으로, 우리는 2021 P4G 서울 정상회의 개최국인 한국이 「포용적 녹색회복을 통한 탄소중립 비전 실현」을 위한 국제사회의 공동 의지 결집에 기여한 점에 사의를 표한다. 우리는 2023년 콜롬비아에서 개최될 차기 P4G 정상회의를 기대한다.

 

 

Seoul Declaration

1. We regard the climate crisis as an urgent international threat that goes beyond environmental issues and affects economic, social, security and human rights issues. We believe that the fight against Covid-19 provides important implications for responding to the international climate crisis, and Covid-19 should be overcome through a future-oriented strategy, green recovery. The level of implementation of green recovery will be a turning point in our journey to achieving the Paris Agreement Goals and Sustainable Development Goals (SDGs), while reshaping our economy and society. We have joint government, business, civil society for their generation and future generation solution should be involved in accepting to be part of the partnership.

 

2. We welcome the climate change commitments announced at the Climate Goals Summit in December 2020, the Climate Adaptation Summit in January this year, and the Climate Summit in April. We expect this commitment to continue on the international stage, including the G7 and the G20, and we will make our best efforts to succeed in the 26th General Assembly of the Climate Change Convention to be held in November 2021, while strengthening cooperation to realize the goals of the Paris Agreement.

 

3. In this context, we emphasize the efforts and potential of public-private cooperation pursued by the Solidarity for Green Growth and Global Goals 2030 (P4G). We acknowledge that P4G has expanded its market-based practical solution to complement international efforts to respond to UN-led climate change and achieve sustainable development goals through public-private partnerships in five areas: water, energy, food, agriculture, urban and circular environment. We encourage more support for P4G.

 

4. We believe that the green recovery will determine efforts to rein in economic reconstruction from Covid-19 and global temperature rise with the aim of 1.5 degrees, significantly lower than pre-industrial levels. We will try to make green recovery an inclusive process with a fair transition, considering different situations in individual countries and socially and environmentally vulnerable groups.

 

5. We welcome the ambitious National Greenhouse Gas Reduction Goals (NDCs) already submitted by countries under the Paris Agreement, and encourage others to submit improved NDCs as soon as possible and announce long-term low carbon development strategies before the 26th General Assembly. We affirm that the strengthened joint efforts of state and non-state actors will serve as a stepping stone to a successful 26th General Assembly. We, along with all P4G members, promote energy conversion to ensure the ambitious implementation of the Paris Agreement.

 

6. We recognize climate change, desertification and soil devastation and biodiversity loss as the three biggest contemporary environmental problems, and recommend ways to respond in ways that maximize common interests and minimize losses, such as ecosystem-based approaches including nature-based solutions (NBS). We believe that the global biodiversity framework, which will be adopted at the 15th General Assembly of the Biodiversity Convention, will promote common goals for the conservation and sustainable use of biodiversity, and will naturally contribute to reduction and adaptation to climate change. We note that achieving land degradation neutrality contributes to a range of sustainable development objectives, while also serving as the basis for climate resilience and biodiversity conservation.

 

7. We share the view of the seriousness of the marine pollution problem and agree that international solidarity is needed, especially to solve the problem of marine plastics. We will note that the oceans are an important natural carbon sink, and try to strengthen the sustainability of the oceans and prevent further pollution by decarbonizing shipping.

 

8. We recognise that developing new green technologies or spreading existing green technologies will accelerate progress towards achieving zero net emissions. We will strengthen international cooperation to develop, enhance and spread green technology and investment needed to meet the Paris Agreement targets.

 

9. We will continue to promote international public-private cooperation as follows, based on the discussions that took place during the P4G Green Future Week and the basic session.

ⅰ. We recognize the need to secure universal access to clean water through watershed management and will push for innovative solutions for sustainable water management through efficient use of water resources.

ⅱ. We will strengthen international cooperation to promote energy conversion, encourage public financing of coal de-coal and coal overseas, focus on energy efficiency, and promote the use of hydrogen, especially in areas where carbon reduction is difficult.

ⅲWe will strive to build a sustainable and resilient agricultural and food system around the water-energy-food link, recognizing that climate change droughts, saltification of freshwater, deforestation, agricultural water shortages, market-based solutions can lead to livelihoods for small farmers and turn food waste into business and investment opportunities.

ⅳ. We will recognize the importance of climate action to improve the quality of life and ensure sustainable development in cities, and pursue smart and resilient green cities where humans coexist in harmony with nature by expanding the city's digital infrastructure, including transportation and shipping.

ⅴ. We will strengthen international cooperation to build and spread a circular economy model in which used resources are not discarded and re-entered across the value chain, thereby facilitating a transition to a zero-waist society that uses resources sustainably and efficiently, such as reducing plastic pollution.

ⅵ We will support the green transition in developing countries in consideration of existing or potential policies that will encourage greater public and private capital inflows for green investment and enable active private participation.

ⅶ. We will pursue inclusive and fair transition for socially vulnerable workers and groups lacking the capability to respond to the climate crisis, and in the process, financial funding to facilitate transition will be considered.

ⅷ. We will strengthen the role of local governments in achieving the goals of the Paris Agreement and sustainable development goals and encourage solidarity among local governments, recognizing the importance of creating an institutional foundation for strengthening activities at grass roots.

 

10. We welcome the active role of civil society in raising public awareness, and stress the importance of participating in total and effective climate action in civil society. We consider cooperation to be paramount in the process of achieving the objectives of the Paris Agreement and the objectives of sustainable development. We will support and promote community participation in these objectives.

 

11. We believe that businesses, shareholders, and business groups should make best efforts to communicate more closely with stakeholders such as communities and consumers and to internalize eco-friendly practices and attitudes in business activities. We believe that the value of the environment, society and governance structure (ESG) has become an important criterion for driving corporate evaluation, and encourage companies to pledge to strengthen ESG activities. We note that the P4G cooperation project respects ESG standards and seeks a scientific-based path in line with possible Paris agreements.

 

12. We believe that the role of private investors and financial institutions through financial support is key to the solution for future implementation of the net emission system. We urge investment in market-based solutions systematically developed for developing countries by activities such as P4G linked to the global climate agenda and the Sustainable Development Goals agenda.

 

13. We believe that achieving sustainable development goals and building a low carbon economy and society are essential for future generations to survive. We will actively share future generations' new ideas and start-ups spirit throughout the P4G cooperation project, while actively developing youth-led consultative bodies such as the ongoing Global Youth Climate Challenge (GYCC). We will continue to listen to the voices of the young generation.

 

14. Based on the driving force formed by the P4G summit in Copenhagen in October 2018, we express our gratitude to South Korea, the host country of the 2021 P4G Seoul Summit, for its contribution to the international community's joint commitment to realize a carbon-neutral vision through inclusive green recovery. We look forward to the next P4G summit in Colombia in 2023.
